Former Judge Completes Investigation for BHS
Trustees Implement New Policies After Receiving Report
May 3, 2007 - (BUTLER, PA) - Chairman of Butler Health System William Bessor today announced the completion of an internal investigation headed by former Mercer County Judge Thomas Frampton. Frampton presented his findings to BHS trustees during this evening’s monthly board meeting.
The three-month investigation was initiated by BHS trustees to uncover the facts pertaining to rumors surrounding the departure of previous BHS CEO Joseph Stewart. Frampton’s investigation report uncovered no improprieties by BHS trustees and no misappropriation by Stewart. Judge Frampton did, however, find the need to improve controls within the organization and made the following recommendations:
- Establish a policy for significant expenditures by BHS executives.
- Establish a policy requiring detailed billing from BHS vendors.
- Continue the addition of trustees of various backgrounds and experiences.
- Hire a consulting firm to review and establish updated governance policies as needed.
Based upon Judge Frampton’s assessment, the Board of Trustees took immediate and decisive action, adopting all of his recommendations and charging the hospital administration to begin enacting them.
