Hammes Company Report Confirms Need for New Hospital for BMH; Hospital to Pursue Lease Agreement With VAMC

Oct. 7, 2004 - Members of Hammes Company presented their findings this evening on their analysis of need for a new hospital to the Board of Trustees of Butler Memorial Hospital.

Hammes Company President Richard Galling and his staff reported to the BHS Board that the research and analysis previously completed by the BHS Board and Administration was a sound, thorough process. They confirmed prior research which indicates that a new facility on a Greenfield (new) site is the best option for BMH and the community it serves.

Mr. Galling outlined that Hammes Company reviewed research done by Burt Hill Kosar Rittleman Associates of Butler, Astorino of Pittsburgh and RTKL of Washington, D.C./Dallas. Hammes Company also interviewed individuals in each firm as well as members of the BMH staff. All other reports conducted by or commissioned for BMH in the last five years (1999 – 2003) relating to renovation and/or hospital replacement were also reviewed and analyzed. Finally, where datawas not consistent with national benchmarks, Hammes Company reanalyzed data from the various reports and sources.

The process Hammes followed to assess the validity of planning data and facility outcomes from prior processes took over five months to complete.

“The BHS Board has indicated their desire for Butler Memorial Hospital to remain an independent community provider. Our review of the work that was commissioned by the BHS Board and Administration regarding a new hospital indicates that the Board did make a sound decision last September to replace the facility on a new site. Further analysis by Hammes Company indicates that the best option for BMH to meet its goal of independence and to continue to provide the best possible care to the residents of Butler County are best achieved at a new location. Finally, based on our national experience and independent analysis of facility options both on-site and at a Greenfield location, it is in the best financial interests of BMH to pursue a Greenfield site.” said Galling.

Having heard Hammes findings, the BHS Board then passed a resolution charging the hospital administration to actively pursue a lease arrangement with the Butler Veterans Administration Medical Center in Butler Township. In addition, the Board voted to secure a reuse consultant to determine potential uses for the current BMH site.

“The Hammes report was valuable in that it showed us the planning we did, the analysis we did and the discussions we had that led us to last year’s decision to build a new hospital were the right ones,” said William D. Bessor, chairman of the BHS Board.

“We’re excited about seriously pursuing a lease arrangement with the Veterans Hospital and beginning the active process of seeing how we can develop health care services there that will benefit both community residents and veterans alike.”

The Hammes Company was engaged by the BHS Board on May 6, 2004 after the Board held a round of community public meetings to hear residents’ thoughts about building a new hospital, at that time, on the Robinson site west of Butler in Butler Township.

Hammes Company was directed to review and analyze all recent studies and reports done for BMH on hospital renovation or replacement and determine if all appropriate research had been done to arrive at the most appropriate decision for a new hospital.
